Mann was born on February 5, 1943, in Chicago, Illinois, to a Jewish family. He is the son of grocery store owners Esther and Jack Mann.
He graduated from the University of Wisconsin–Madison with a B.A. in English. He fell in love with cinema as a student after seeing Stanley Kubrick’s Dr. Strangelove. Weekly interview: “It demonstrated to my whole generation of filmmakers that you could make an independent statement of great integrity while still successfully releasing a picture to a large audience.
